为支持民营企业提高技术创新能力，科技部日前制定了《科技部关于进一步鼓励和引导民间资本进入科技创新领域的意见》（以下简称《意见》），提出“进一步拓宽民间资本进入科技创新领域渠道”等4方面19条意见。

    《意见》提出，将通过深化国家科技计划管理改革，进一步加大对民营企业技术创新的支持力度，包括：鼓励民企通过平等竞争牵头承担或与高校、科研院所联合承担国家科技重大专项，支持有实力的民企联合高校、科研院所等组建产业技术创新战略联盟，组织实施国家重大科技攻关项目和科技成果产业化项目；鼓励民间资本兴办科研机构，探索建立符合自身特点和发展需要的新型体制机制，面向市场和新兴产业发展需求开展技术研发、成果转化和技术服务。

    《意见》强调，要进一步拓宽民间资本进入科技创新领域的渠道，支持和指导民营科技企业进行股份制改造，建立现代企业制度；支持符合条件的民营科技企业在主板、中小企业板和创业板上市。

    目前，我国50%的国家科技重大专项、90%的国家科技支撑计划、35%的863计划项目都有企业（包括民营企业）参与实施。为此，《意见》要求，各级科技管理部门、国家高新区要进一步解放思想、统一认识、创新工作方法，破除制约民间资本进入科技创新领域的思想观念和体制机制障碍，切实把民营企业作为技术创新的主体，把民间资本作为推动全社会科技进步的重要力量，努力为其营造良好的创新创业环境。（记者 张蕾）
