国务院近日正式印发《国家基本公共服务体系“十二五”规划》（以下简称《规划》）。《规划》提出，把基本公共服务制度作为公共产品向全民提供，是我国公共服务发展从理念到体制的创新。保障人人享有基本公共服务是政府的职责，要按照“以人为本，保障基本；政府主导，坚持公益；统筹城乡，强化基层；改革创新，提高效率”的基本要求，着眼制度设计、系统规划、整体推进，建立健全基本公共服务体系。“十二五”时期的主要目标取向是：供给有效扩大；发展较为均衡；服务方便可及；群众比较满意。

    《规划》较为全面系统勾勒了国家基本公共服务的各项制度性安排，是“十二五”乃至更长一段时期构建国家基本公共服务体系的综合性、基础性、指导性文件，是政府履行公共服务职责的重要依据。《规划》主要内容有七个方面。
