    广州市人力资源和社会保障局介绍，此次调整的主要原因有三：一是国家、广东省政府有关文件对居民医保的保障覆盖面和保障待遇水平提出了新要求，大中专学生参保率需达到１００％，其他居民参保率需达到９５％以上，居民医保基金对参保人在基层医疗机构住院发生的基本费用的支付比例不低于７５％；二是广州市居民医保基金已出现收不抵支，亟需通过调整筹资标准加以解决；三是有关办法已不适应居民医保的发展要求，亟待加以调整和优化。
