新华社上海７月２６日电（记者吴宇）海关总署２６日在上海举行的专题新闻发布会上宣布，８月１日起在１２个海关启动通关作业无纸化改革试点。

    据介绍，外贸企业参与通关作业无纸化改革，首先要与海关、第三方认证机构（中国电子口岸）签订电子数据应用协议。在办理每一票货物进出境手续时，企业将电子报关单及随附单证电子数据向海关申报，海关计算机系统对其进行分析和判别。对低风险的货物采取自动放行，并向货物存放的场所和企业发送放行信息，企业即可直接办理进口提货或出口装运手续；对高风险货物，海关转为人工审核，如需验核纸质单证，海关将向企业发送指令，企业到海关现场提交相关纸质单证，办理通关手续。
