近日，公安部下发《关于加强吸毒人员驾驶机动车管理的通知》（以下简称《通知》），建立吸毒驾驶人核查和严管工作机制，集中排查清理吸毒驾驶人，加大吸毒后驾驶机动车违法行为查处力度。

    《通知》明确正在依法执行社区戒毒、强制隔离戒毒和社区康复措施的人员属于吸毒成瘾未戒除人员，公安机关要对本省（区、市）驾驶人进行全面排查。对驾驶人属于吸毒成瘾未戒除人员的，当事人要在30日内申请注销驾驶证，当事人未主动申请或者被强制隔离戒毒的，按照《道路交通安全法》、《禁毒法》及《机动车驾驶证申领和使用规定》等相关法规、规章，注销其机动车驾驶证。

    《通知》要求公安机关加大执法检查力度，定期开展吸毒人员驾驶机动车违法行为专项治理工作，发现有明显吸毒特征、表现或者有证据表明属于吸毒后驾驶机动车的，将按规定进行检测。对经检测确认为吸毒后驾驶机动车，依法处罚处理；属于吸毒成瘾未戒除的，按规定注销驾驶证。《通知》还要求全面清理校车驾驶人，对发现校车驾驶人有吸毒行为记录的，注销校车驾驶资格，对属于吸毒成瘾未戒除人员的，注销机动车驾驶证。（记者张洋）
