    外交部副部长翟隽发表题为《中非新型战略伙伴关系前景广阔》的主旨演讲，回顾论坛发展历程，介绍今年论坛部长级会议的预期成果，并就如何看待当前中非关系发展特点、新形势下如何推动中非关系深入发展提出看法和思路。

    翟隽表示，中非合作论坛自２０００年１０月创立以来，在中非双方的高度重视和精心培育下，已成为中非开展集体对话的重要平台和进行务实合作的有效机制。特别是在２００６年召开的论坛北京峰会上，中非建立政治上平等互信、经济上合作共赢、文化上交流互鉴的新型战略伙伴关系，全面开创了中非友好合作新局面。论坛第五届部长级会议是论坛发展步入第二个十年召开的首次部长会，对中非关系承前启后、继往开来具有重要意义。会议拟实现以下四个目标：一是全面评估２００９年论坛第四届部长级会议各项后续行动落实情况；二是探讨深化中非新型战略伙伴关系的方式和途径，推动论坛机制发展；三是确定今后三年双方合作的重点领域和主要举措，并制定相关行动计划；四是就重大国际和地区问题交换看法，更好地维护和扩大双方的共同利益。会议将发表两个成果文件，并宣布中国政府加强对非合作的新举措。

    翟隽指出，当前中非关系发展具有以下几个特点：一是中非政治关系全面发展，二是中非务实合作成果丰硕，三是中非在国际和地区事务中的合作不断扩大，四是中非人文交流日益密切。中非关系快速发展引起了国际社会的广泛关注，越来越多的舆论特别是非洲国家对中非关系给予积极、客观评价。翟隽还针对中国在非“新殖民主义论”、“中国不干涉内政原则阻碍非洲推进民主、良政”、中国在非承担更多国际责任、中非关系是否损害其他国家在非洲利益等热点问题作出回应，呼吁有关方面去除冷战思维，摒弃意识形态偏见，秉持客观公正的立场看待中非关系。
