新华社北京８月３日电（记者陈炜伟、朱立毅）国务院安全生产委员会办公室３日印发通知，决定从２０１２到２０１５年深入开展金属非金属矿山整顿关闭工作，旨在进一步推进金属非金属矿山规模化、集约化、规范化开采，改善安全生产条件，提高安全保障能力，促进安全生产形势持续稳定好转。

    据介绍，近年来，各地按照国务院的部署全面开展了金属非金属矿山资源整合、整顿关闭等工作。“十一五”期间，全国金属非金属矿山事故起数和死亡人数分别下降４７．７％和４５．７％。２０１１年，事故起数和死亡人数分别下降１３．７％和１６．６％。

    但与此同时，金属非金属矿山数量多、规模小、标准低、基础差、事故多的状况尚未得到根本改善。通知指出，全国金属非金属矿山（含尾矿库）数量仍近１０万座，其中小型矿山的比例高达９５％。绝大多数事故发生在这些不具备安全生产条件、安全保障能力低、安全管理混乱的小型矿山，尤其是非法违法、违规违章建设和生产的矿山，安全生产形势依然严峻。

    根据通知，金属非金属矿山整顿关闭的重点对象包括：未依法取得采矿许可证、安全生产许可证等证照，擅自从事矿产资源开采的矿山；不符合矿产资源规划和矿业权设置方案，已经纳入资源整合范围的矿山；不符合国家或地方政府规定的有关矿种最小开采规模、最低服务年限标准的矿山；一个矿体存在多个开采主体，严重影响安全生产的矿山；井下生产系统尤其是通风系统不完善、未实行机械通风的井工矿；存在重大安全隐患或技术装备落后、安全生产得不到保障，被依法责令停产整改，逾期不整改或整改后仍达不到安全生产条件的矿山等等。
