记者从日前闭幕的全国基层水利服务体系建设现场会上获悉：为扭转农村水利工程“有人建、没人管”的局面，全国基层水利服务体系建设加速推进，步入了快车道，一年多来全国新增、恢复基层水利站4520个，新增基层水利工作人员1.4万人，新增农民用水户协会近2万个。到2013年底，将基本建立职能明确、布局合理、服务到位、全面覆盖的基层水利服务体系，从根本上解决农村水利工程管理“最后一公里”问题，让农民用水更便利。

    水利部副部长李国英说，健全完善基层水利服务体系，需要“三驾马车”共同驱动：一是基层水利服务机构，二是农民用水合作组织，三是准公益性专业化服务队伍。按照中央水利工作会议要求，日前，水利部、中央编办、财政部联合出台了《关于进一步健全完善基层水利服务体系的指导意见》，今后要以乡镇或小流域为单位，健全基层水利服务机构，进一步强化其公益性职能，人员经费和公益性业务经费纳入县级财政预算；建立完善财政对农民用水合作组织的补贴机制；支持各地成立各级抗旱服务队，引导各地通过定向补贴等方式，鼓励学校、科研单位及专业水利公司为农民提供水利专业服务。
