国家版权局发布消息，《中华人民共和国著作权法》(修改草案第二稿)从昨日起至7月31日，公开征求社会各界意见。与3月31日公布的《著作权法》(修改草案)相比，第二稿删除了备受争议的第46条，将录音制作由法定许可恢复为作者的专有权。
