新华社北京８月１５日电（记者 陈炜伟、朱立毅）为进一步加强工贸企业特别是铝镁制品机加工企业安全生产工作，国务院安委会办公室日前印发通知，决定于８月中旬至１２月，在全国深入开展铝镁制品机加工企业安全生产专项治理。

    据安委办通报，８月５日，浙江省温州市瓯海区一个体铝锁抛光加工厂发生爆炸事故，造成１３人死亡、１５人受伤（其中６人重伤）。初步调查显示，该加工厂是从２０１１年９月开始租用当地民房开设的生产、储存、住宿等混合的“多合一”家庭式作坊，无相关证照。在铝制门把手抛光过程中积累的铝粉尘发生爆炸，是一起典型的非法违法重大事故。依据有关规定，国务院安委会已对该起事故的查处实行挂牌督办，查处结果将及时向社会公布。

    安委办还通报了近年来发生的３起较大以上铝粉尘爆炸事故：２００９年３月１１日，中国铁道建筑总公司二十四局集团有限公司下属的安徽公司在江苏省镇江市丹阳市吕城镇租住的生活用房为原制造铝粉的废弃厂房，在工人入住后，废弃厂房残留的铝粉因受潮热积累的原因发火，导致爆炸，造成１１人死亡、２０人受伤。２０１１年４月１日，浙江省丽水市缙云县东渡镇浙江宏威车业有限公司发生铝粉尘爆炸事故，造成６人死亡。２０１１年５月２０日，四川省成都市鸿富锦精密电子（成都）有限公司发生铝粉尘爆炸事故，造成３人死亡、１５人受伤。

    针对上述问题，安委办决定对铝镁制品机加工企业集中组织开展专项治理。治理范围是从事铝、镁材加工过程中，采用压铸、抛光、打磨工艺，产生铝镁粉尘，容易发生铝镁粉尘爆炸事故的有关企业、单位和场所。
