陆委会、成功大学政治系与台南市两岸公共事务交流协会举办“大陆政策与两岸关系巡回座谈会”，陆委会联络处副研究员张世岳指出，两岸关于大陆居民赴台湾旅游协议，开放大陆人民来台观光，首发团于2008年7月4日抵达，迄今年6月底止，已有近400万人次来台观光，而每月平均每天观光陆客人次也从2008年300人次增加为2009年1600人次，再增加到2010年3200人次、2011年的3351人次，到了今年6月底止，已达每天平均4504人次，创下新高。
