整治活动一开始，省旅游委就专门制订工作人员行为规范“十不准”，以制度管人。“十不准”包括不准行政不作为、乱作为、迟作为；不准有令不行、有禁不止；不准作风散漫、纪律松弛；不准推诿扯皮、懒散拖沓；不准奢侈浪费、贪图享受……通过专门下发文件、下发简报、黑板报宣传等多种方式，让全委上下对“十不准”做到了然于胸，自觉抵制这些“庸懒散贪”行为。
