韩国文化部与仁川空港公社、韩国观光公社、法务部进行协商后做出了上述决定，该举措意在吸引更多外国游客，搞活内需。文化部和旅游业期待该制度的实施将吸引每月8千名外国游客访问韩国。法务部将安排工作人员帮助游客办理出入境手续。
