市交通委发出《通知》加强出租车行业管理 要求驾驶员不拒载、不绕路、不议价

　　晨报讯（记者 陈琳）日前，市交通委发出《关于进一步加强出租汽车行业管理维护运输秩序提高运营服务质量的通知》，要求各级交通运输管理部门和交通行政执法部门要严格执法，出租汽车企业要严格落实相关措施，提高运营服务质量。

　　《通知》规定，各出租汽车企业要切实加强企业管理，严格落实企业主体责任，对企业员工（驾驶员）的运营服务质量负起主体责任，维护驾驶员的合法权益；严格要求驾驶员不拒载、不绕路、不议价，确保早晚高峰时段驾驶员出车率，为乘客提供优质服务，加强对驾驶员运营服务质量的自查和监督。

　　《通知》明确，各级交通运输管理部门和交通行政执法部门，要检查、督促企业落实管理制度，严格考核企业所属驾驶员的出车率、违章率、投诉率。对主体责任不落实、驾驶员违法违章严重、投诉率高的企业，视其情节轻重，分别给予暂停办理企业车辆更新、停业整顿、核减出租汽车经营指标等处理。对有严重违法违章运营行为的驾驶员要依法从严处理，3年内不得再从事出租汽车运营服务。
