为加强和改进我省领导干部专题培训工作，提高全省干部教育培训工作的统筹性、针对性和实效性，省委组织部近日下发《四川省领导干部专题培训项目管理办法》和《关于在举办领导干部专题培训班工作中厉行勤俭节约反对铺张浪费的通知》，要求领导干部专题培训项目要坚持勤俭办学，严禁以培训的名义组织公款消费、公款旅游。

　　规定明确，领导干部专题培训项目按承办单位、调训对象和培训内容不同，分为重点项目、委托项目和备案项目。其中，重点项目指由省委组织部按照中央和省委、省政府的战略部署，单独或会同省直有关部门研究策划并报经省委领导批准同意后实施的专题培训项目。委托项目指由省委组织部委托省直有关部门围绕特定专题举办的抽调市厅级干部和县(市、区)党委、政府领导干部参加的短期培训班次。备案项目指由省直相关部门策划的不涉及调训市厅级干部和县(市、区)党委、政府领导干部的业务培训及系统内干部培训项目。

　　省委组织部要求，项目承办部门要坚持勤俭办学，严禁以培训的名义组织公款消费、公款旅游，承办单位不得举办无实质内容的各类培训班，不得借实地考察、现场教学等名义搞变相旅游。专题培训班应主要依托干部院校、行业培训机构、高校基地和具有良好资质的社会培训机构举办；不得租用高级宾馆，不得在风景名胜区举办培训，不得向学员发放高档消费品和纪念品。开班和总结仪式要简约俭朴，不摆背景板或悬挂横幅，不摆放花草；鼓励开展网络培训，给学员提供电子版学习资料；现场教学等活动不接受宴请，一律吃自助餐或便餐。境外培训要严格遵守各项外事纪律，不得组织集体购物等与培训主题无关的任何活动。干部在学习期间不准用公款相互宴请，学员所在单位不得以看望名义搞慰问、宴请等活动。承办单位和培训机构不得宴请学员，办班工作人员不得接受学员赠送的礼品和宴请。

　　为强化监督，省直部门抽调县处级以上党政领导干部参加的专题培训项目由省委组织部统筹管理，并重点管理调训市厅级干部和县(市、区)党委、政府领导干部。对于专题培训项目，省委组织部将选派联络员跟班工作，并采取随机调查、访谈学员等方式加强督促检查，对违反要求的单位和个人将进行严肃处理。
