据深圳海关介绍，近年来随着内地放开个人赴港澳旅游政策特别是“一签多行”政策的实施，口岸“水客”数量日益增长，他们被组织严密的“水客”团伙所操纵，采取多次出入境、每次少量携带的方式，来回穿梭在深港两地各口岸之间赚取“带工费”。这种“蚂蚁搬家”式的“水客”走私行为一直是海关打击的重点。
