国家宗教事务局22日透过其官方网站正式发布中央10个部门《关于处理涉及佛教寺庙、道教宫观管理有关问题的意见》，制止和纠正中国寺观管理方面出现的一些不正常现象。

　　针对当前出现的佛教、道教寺庙宫观“被承包经营”、“被上市”的现象，该《意见》提出，严禁党政部门参与或纵容、支持企业和个人投资经营或承包经营寺观，不得以任何方式将寺观搞“股份制”、“中外合资”、“租赁承包”、“分红提成”等；对参与、支持此类活动的党政干部要按党纪政纪严肃处理。

　　《意见》还要求，不得将宗教活动场所作为企业资产上市，各级政府宗教事务部门应进行排查，发现存在此类问题的，应限期进行整改，逾期不整改的，会同相关部门根据有关法规予以处罚。

　　这份文件由国家宗教事务局、中共中央统战部、国家发展和改革委员会、公安部、住房和城乡建设部、文化部、国家工商行政管理总局、国家旅游局、中国证券监督管理委员会、国家文物局10个部门联合出台。文件中首先肯定，绝大多数中国佛教、道教寺庙宫观管理规范，教风端正，庄严清静。但是，一些地方近年来受经济利益驱动，“搞"宗教搭台、经济唱戏"，出现了一些不正常的现象。”

　　这些现象被归纳为：其一，一些地方、企业和个人以弘扬传统文化、促进地方经济发展为借口，投资新建或承包寺观，借教敛财；其二，有的非宗教活动场所雇用假僧假道，非法从事宗教活动，违规设置功德箱，收取宗教性捐献，甚至威逼利诱信众和游客，骗取钱财，以教牟利；其三、一些经依法登记的寺观尤其是处在风景名胜区的寺观，或被投资经营，或被作为企业资产上市，或存在强拉或诱导游客和信教群众花高价烧高香、从事抽签卜卦等现象。

　　这份文件指出，这些现象严重违反中国共产党的宗教政策和国家的法律法规，扰乱正常宗教活动秩序，损害宗教界的权益与形象，伤害信教群众的感情，损害游客的合法权益，造成恶劣的社会影响，引起社会各方面的强烈关注。

　　为制止和纠正上述现象，依法、依规、科学、有序管理寺观，该《意见》提出要认真落实《宗教事务条例》，坚决制止乱建寺观和各种借教敛财行为；政府宗教事务部门要对依法登记的寺观进行一次全面排查，开展专项治理；除经政府宗教事务部门依法登记的宗教活动场所外，其它场所一律不得组织、举行宗教活动，不得接受宗教性捐献；并对假冒宗教教职人员进行宗教活动、强拉或诱导游客和信教群众花高价烧高香的行为等提出处理办法。(刘舒凌)
