10月22日，国家宗教事务局、中国证监会等10个部门联合发布《关于处理涉及佛教寺庙、道教宫观管理有关问题的意见》明确指出，坚决制止乱建寺观和各种借教敛财行为。寺观应在政府宗教事务部门的行政管理下，在当地政府有关部门指导、监督下，由佛、道教界按民主管理的原则负责管理，任何单位和个人不得插手其内部宗教事务。严禁党政部门参与或纵容、支持企业和个人投资经营或承包经营寺观,不得以任何方式将寺观搞“股份制”、“中外合资”、“租赁承包”、“分红提成”等，不得将宗教活动场所作为企业资产上市，对参与、支持此类活动的党政干部要按党纪政纪严肃处理。
