高港区柴墟水景街区施工人员说，当天上午，他们在挖距离地面一米深的一块地基时，突然碰到一坚硬物，经过清理发现是一块石碑，上面刻有字迹，随后他们立即报告给泰州市高港区文物部门。泰州市高港区文体旅游局副局长陈进东得知消息后，立即带领相关工作人员赶到现场，经过用毛刷和清水清洗后，石碑上面的字迹清晰可见。

　　陈进东说，通过碑文判断，该石碑立于清朝嘉庆八年(公元1803年)十月初七，距今整整210年。当时泰兴县西部的宝宁、太定和原额三洲的地界与其他官府的地界有争议。三洲的居民把此事告到署江南直隶通州府(现为江苏省南通市)，通州正堂章为(相当于南通市市长)通过土地规划部门重新丈量后、该地区大约有三千亩。随后官方画图造册，判定宝宁、太定和原额三洲应属该地居民所有。勘定后，通州府以文件的形式下发给江南直隶通州府泰兴县衙。泰兴县正堂(相当于县长)王为又转发了通州府的文件。文件最后还说，公示发下去后，要速速立碑为证。如果哪个人在来骚扰侵犯，要按律处理。

　　陈进东对记者说，该碑文写的挺有“意思”，那时候的官员一点也不“低调”，碑文中把通州正堂和泰兴县正堂立过什么功，受过什么嘉奖也刻上去了。记者看到，该碑文长160厘米，宽64厘米，厚度有25厘米。移动时，8个壮汉用木杠抬了半个小时才移动了20米。
