2003年开始推行的内地居民港澳自由行计划，如今已满10年。自由行政策给香港带来巨大经济效益的同时，也引发了一些社会问题。不少港媒最近在反思这一政策，也有传闻称未来会收紧自由行。为此，本报记者专访了出席两会的部分香港代表和委员。

　　全国人大代表、港中旅集团董事卢瑞安认为，香港是个国际城市，不能因为一时一事而限制游客来港。身为香港艺人的政协委员汪明荃也赞同说，倘限制内地旅客访港人数，会造成深远的影响，“一发不可收拾。”卢瑞安建议，自由行政策理应继续，但要根据实际情况和循序渐进的原则，有序扩大自由行城市。

香港旅游接待力不从心 The Hong Kong tourism

　　在自由行的基础上，2009年起深圳居民可以申请“一签多行”签注，一年有效期内不限次往返香港，只要每次逗留不超过7天。随后，深圳赴港人数飙升，2012年达1117万人次。与此同时，香港的旅游接待能力却显得力不从心，服务质量下降。

　　香港有声音认为，正是“一签多行”导致了游客爆棚，并给内地水货客走私带来便利。林建岳并不赞成取消“一签多行”，直言香港不应“拣客”，更不应只为水货客问题就采取类似的措施。

　　全国政协委员、香港旅游发展局主席田北俊想得更细致：“去年游客中有一半以上是一天多次往返。建议政府考虑实行一天一次往返政策，限制一天多次往返，同时，不要发出香港不欢迎内地游客的信息。”

　　林建岳认为，香港酒店供不应求等问题，反映出“香港旅游配套设施严重滞后，跟不上发展要求的情况暴露无遗”。现在要全面检讨的，不是自由行政策，而是香港整体旅游业的承担能力。

　　赴港自由行也衍生了一系列社会问题，包括双非孕妇赴港产子抢占医院床位、大量游客涌入间接推动物价上涨、内地水货客活动频繁影响本地需求等等，都让香港人感到不满，要想办法解决。

　　周梁淑怡表示，部分香港人反对自由行的想法，是非常不值得的。内地游客并非故意触怒港人，需要的是导游提醒他们认识港人的生活文化、风俗习惯，就可以减少矛盾。她建议，国家要重视对民众旅游时的宣传教育，不要因为一些不当行为影响了自由行这个互惠的政策。
