为落实国务院《质量发展纲要(2011—2020年)》和《关于加快发展旅游业的意见》精神，提升旅游服务质量和旅游业发展水平，国家旅游局与国家质检总局27日在此间签署《贯彻质量发展纲要 提升旅游服务质量合作备忘录》。国家旅游局局长邵琪伟、国家质检总局局长支树平在讲话中表示，《质量发展纲要》中明确要求：“到2015年，旅游、文化体育产业等服务领域质量标准与国际先进水平接轨。”为此，国家旅游局与国家质检总局将进一步深化合作，在旅游服务质量监管、旅游企业管理水平、旅游标准化工作、旅游业认证认可体系、旅游品牌培育发展、旅游诚信体系建设、进出境旅游中的生物安全、国际旅行健康保障、区域旅游质量九个方面推动旅游服务质量提升。

　　邵琪伟说，到2015年，我国国内旅游人数将达37亿人次，年均增长9%；入境旅游人数1.5亿人次，年均增长3%；出境旅游人数8800万人次，年均增长10%；旅游总收入3.3万亿元，年均增长10%。我国已经成为世界旅游大国，旅游业已进入大众化、产业化发展的新阶段。但旅游服务质量总体水平与人民群众期待还有很大差距，市场秩序还没有根本好转，影响和制约了旅游业的持续健康发展。
