2012年7月27日，河南省十一届人大常委会第二十八次会议审议通过了《关于修改〈河南省残疾人保障法实施办法〉的决定》。修改后的《河南省残疾人保障法实施办法》，在丰富残疾人精神文化生活，帮助残疾人更好地融入社会生活方面，增加了许多新规定。如“残疾人持残疾人证进入旅游景区旅游的，免收门票，视力、智力残疾人和一级二级肢体残疾人的一名陪护人员免收门票。”
