台湾导游群起抗议到观光部门递交陈情书，岛内有部分旅行社以“零团费”游台方案吸引大陆游客，等于大陆游客到台湾后，所有费用都由旅行社付钱，“先签单、后付款”的交易模式承接大陆游客团。
