　　龙门石窟研究院石窟保护中心副主任高东亮说，旧条例主要强调对文物的保护，新条例除了文物本身，还对其周围环境、森林植被、地下水、地貌都进行了保护，将保护的地域范围扩大了许多，在理念上将文物和自然环境视为一体。

　　高东亮说，新条例规定得非常细，可操作性强，惩罚的力度加大，例如开山爆破、挖土、采石烧窑、开矿采煤以及可能改变地形地貌的活动，没收违法所得，并最高可罚款100万元。
