【环球时报综合报道】继菲律宾和越南“抗议”之后，中国新版电子护照内页印制的地图又引起印度不满。印度抗议说，对中方在地图上将“阿鲁纳恰尔邦”（即中国藏南地区）以及阿克赛钦地区划为中国领土的做法“不能接受”。与此同时，印度抛出了“针锋相对”的措施向中国公民发附有“印度版”地图的签证。中国驻印度大使馆有关人员25日接受《环球时报》记者采访时表示，已听说印方采取的上述措施，但尚未见到此类签证。不过，据称已有中国公民因持中方新版护照办理赴印签证时遭遇拖延，导致部分人出行受到影响。

　　上海国际问题研究院南亚研究中心主任赵干城25日对《环球时报》记者说，中国制作电子护照，必然要绘制电子地图作为背景，这必然涉及主权争议，对因此产生的问题我们有所预见。中印两国涉及领土主权争议的地区约13万平方公里，即便地图比例尺再小，肉眼也能看出。中国不可能为平息可能出现的争端而放弃自己的权益。赵干城说，起初，印方想以“另纸签证”的方式进行“反制”，但这样做十分不便，也会给印度公民带来麻烦。如今，印度采用覆盖中方护照页的方式反而使问题演变成外交争端。“我认为，中方并非想用绘制地图的方式解决领土争端。此事完全可以通过外交磋商解决。毕竟，两国人民不可能因此断了往来”。
