需要7年内才能落实的国民带薪休假制度到底难在何处？3日上午，全国政协委员、国家旅游局局长邵琪伟在接受记者采访时表示，从旅游部门来讲，希望逐步根据我们的国情实行有点弹性的休假制度，这样比较好落实。

　　前不久，经国务院批准，国务院办公厅印发了《国民旅游休闲纲要（2013-2020年）》，标志着由国家主导的国民休闲已经启动，提出“到2020年基本落实职工带薪年休假制度”。据介绍，早在2006年我国首次提出关注休闲发展，一直强调为“大多数人”，而此次颁布的《纲要》冠以“国民”之名，体现了国家推动休闲的全民性和普遍性。但是带薪休假制度仍难以落实，在当前劳动力市场供大于需的情况下，争取休假可能面临丢饭碗或耽误升迁的风险，再加上维权耗费的时间和人力成本高，权衡利弊，许多劳动者最终选择放弃休假的权利。

　　对此,邵琪伟说,许多西方国家提出了带薪休假,落实到现在比较好的水平,有的国家走过了60年的时间,甚至有的国家走过80年的时间才比较完整地得到落实,“毕竟我们国家整体上还是一个发展中国家,国家又大,人口又多,行业部门分类又很细,因此这个需要有个时间,但我们总要做这个工作,把它往前推动”。
