  今年两会,职工基本权利的保障成为代表委员关注的热点,关于带薪休假的建议也多次出现在了两会议案提案当中。近日国务院颁布《国民旅游休闲纲要(2013-2020)》,称“到2020年,职工带薪休假制度基本得到落实”,引起极大的社会反响。带薪休假落实难的背后存在着怎样的阻碍?一个轻松愉快的带薪假期,离普通劳动者又有多远?
