近日，在埃及连续发生了两起有关中国游客遭遇重大伤亡的旅游事故：一起是9名中国香港公民乘坐热气球观光时，遭遇热气球爆炸，全部遇难；另一起是中国大陆公民观光旅游团乘坐当地小巴旅游时，发生小巴侧翻事故，致使一死数伤。

　　“出境游”过程中，常遇到交通工具延误的情况，可能使旅行社及消费者增加吃住行等相关费用，“旅游消费者有权要求旅行社退还未安排项目而未实际发生的费用。”不过陈昶屹也认为，“如果旅行社已提前支付了该日程项目的费用，且承接者不退费，则该旅行社有权不退还该费用。但旅行社应提供证据，证明该费用已不可退还地实际发生，否则仍应退还。”
