  中国网7月18日讯 2011年11月至2012年3月,审计署对河北、内蒙古、重庆等18个省、自治区和直辖市(以下简称18个省区市)2011年城镇保障性安居工程建设管理情况进行了审计,重点审计了包括各省会城市、直辖市中心城区在内的66个市县,对重要事项进行了必要的延伸和追溯。现将审计结果公告如下:

  2011年,18个省区市由国家下达的城镇保障性安居工程目标任务为654.64万套(户),当年上报完成705.71万套(户);筹集保障性安居工程资金2811.62亿元(其中中央财政投入983.61亿元,比2009年增长2.57倍),支出2210.56亿元,年末结存988.44亿元(含上年结转387.38亿元)。

  审计结果表明,2011年,18个省区市认真贯彻落实中央各项政策要求,将城镇保障性安居工程目标任务列入当地经济社会发展规划,及时分解到各级政府,并建立了考核办法和问责机制;在加大财政投入的同时,积极引入金融机构和民间资本投资,有力保证了城镇保障性安居工程建设;采取有力措施确保公平分配,确保让住房困难家庭受益,切实发挥保障性安居工程效益。

  (一)基本住房保障体系初步建立,为城镇保障性安居工程顺利进行打下了良好基础。各省区市已经初步建立了以廉租住房和公共租赁住房为主,经济适用住房和限价商品房为辅的分层次、多结构的基本住房保障体系,逐步将住房困难的中低收入家庭、新就业职工和外来务工人员纳入保障范围,并全面开展了各类棚户区改造,为解决困难家庭住房矛盾提供了制度保障。

  (二)保障性安居工程资金支出快速增长,推动了城镇化建设进程。18个省区市保障性安居工程支出由2009年的664.73亿元增加到2210.56亿元,增长2.33倍;新开工各类保障性住房394.13万套,完成棚户区改造248.29万套(户),在拉动内需、缓解房价过快上涨、加快城市建设等方面发挥了积极作用。

三、存在的主要问题及整改情况 three、The main problems of the rectification and

  从审计结果看,18个省区市保障性安居工程建设总体情况较好,但由于时间紧、任务重,一些市县在保障性安居工程建设管理中还有不少困难,不同程度存在资金筹集和管理不够规范、项目管理不到位、分配及后续管理不够严格等问题。审计指出后,各有关方面高度重视,认真整改。具体情况是:

  (一)资金筹集和管理不够规范。

  一是未足额提取或安排保障性安居工程资金。66个市县中,有36个市县少提取或少安排工程资金53.14亿元,占应提取或安排总额的14%。其中:从住房公积金增值收益中少提取和少上缴共7.6亿元,从土地出让收益中少安排45.54亿元;11个市县的58个项目地方投资有6.12亿元未到位,占这些项目应安排资金的44.74%,在一定程度上影响工程建设进度。

  三是未按规定拨付、使用或管理专项资金。此次审计发现,有29个单位违规拨付或滞留保障性安居工程资金23.33亿元;22个单位将29.55亿元工程资金用于非保障性住房建设、公司注册资本验资和市政工程建设等;10个市县的1015.25万元保障性住房租金收入未按规定及时足额缴入地方同级国库实行“收支两条线”管理;5个市县向承建单位违规返还土地出让收入5.33亿元。

  对上述问题,有3个市县已按规定从土地出让收益中补充安排工程资金1.56亿元;2个市县补充安排地方投资1261.74万元;1个县已将收取的行政事业性收费25.91万元退回;11个单位已将截留、挪用的26.51亿元归还原渠道。

  一是工程建设用地中存在不够规范的问题。66个市县中,有9个市县存在保障性安居工程用地未批先用、未办理土地用途变更手续等问题;3个市县的95个保障性安居工程项目部分用地被用于开发商品房、建设酒店和办公楼等。

  二是部分项目建设不符合基本建设程序。66个市县中,有46个市县的803个项目在勘察、设计、施工、监理和招投标等环节未严格执行基本建设程序,占抽查项目数的38.13%,有的项目被违规转分包或发包给不具备相应资质的施工企业或个人;14个市县的47个项目存在质量监督检查不到位、施工不符合设计规范等问题,占抽查项目数的2.14%;4个市县的12个项目未经验收就分配入住,占抽查项目数的0.57%,个别项目已出现明显质量问题。

  审计期间,发展改革委印发了《关于发展改革系统要继续加大工作力度切实做好2012年保障性安居工程建设工作的通知》(发改投资〔2012〕321号),要求各级发展改革部门加强保障性安居工程建设管理工作。相关地方正在采取措施,认真整改,并完善相关制度,已有2个市县对违规转包和不符合施工规范的问题作出了处理。
