经查实，海南环球国际旅行社有限公司委派的导游黄江涌和胥剑、海南广电传媒旅行社有限公司委派的导游马峥山在接待旅游团队过程中，未经游客同意擅自变更旅游服务项目，将陆游天涯海角风景区改为乘船海上游览；海南同行天下旅行社有限公司委派的导游刘根香，在接待旅游团队过程中，擅自减少旅游服务项目，没有安排旅游团队游览合同约定的天涯海角风景区。

　　上述4名导游的行为违反了《海南经济特区导游人员管理规定》第十五条第一款“导游人员不得擅自增加、减少、变更旅游服务项目、旅游合同行程安排或者中止导游活动”的规定，依据《海南经济特区导游人员管理规定》第三十二条第（二）项规定，省旅游委对委派导游的海南环球国际旅行社有限公司、海南广电传媒旅行社有限公司、海南同行天下旅行社有限公司分别作出10万元罚款的行政处罚，对导游黄江涌、胥剑、马峥山、刘根香分别作出吊销导游证的行政处罚。
