此次检查主要针对旅游市场的五大顽疾进行：无资质经营者发布旅游服务广告、超出经营范围进行广告宣传以及各类误导欺诈消费者的广告宣传等行为；无资质经营旅游业务和从事旅游服务的行为，以及“黑社”、“黑导”等非法从事旅游服务和以出国留学、探亲、商务考察、文化交流、教育培训等名义非法从事旅游经营服务的活动；非法转让、出租或者出借旅游业务经营许可证的行为，规范旅行社委托代理招徕旅游者业务；恶性价格竞争、低于成本招徕旅游者、未经旅游者同意转团拼团等违法违规行为，规范以低价“旅游券”方式经营旅游业务的行为；强迫或变相强迫旅游者消费、擅自增加另行付费游览项目等损害旅游者合法权益的行为。据悉，本次旅游市场检查的时间为9月23日至29日。国家旅游局将对各地开展旅游市场检查周的情况进行通报。
