　　以笔者的亲历所见，门票预订、团队预约、分批进入与总量控制，是世界各国景区、参观地的惯例。10年前在美国白宫排队参观，第一天排在限额之外，第二天提前排队方得进入。参观赫氏古堡，大门口20人一队分批进入参观，入宅后每个房间也是如此。在巴黎卢浮宫，导游说团队必须按预约时间参观，不能随便参观。在台湾太鲁阁公园，每辆旅游车上都贴有规定日期、时间游览的单子。一次到北京国家博物馆参观，没有预约，当日门票已分发完，只得改日再去。拉萨布达拉宫实行严格的限量（一天4000人）、分批（每20分钟放行100人）、限时（参观不得超过1个小时）参观制度。在上海世博会期间，我排了一辈子最长、也最多的队，不少场馆排队几个小时而未能入馆，一笑了之、毫无怨言。

　　笔者呼吁，按照《旅游法（草案）》的规定，旅游（主题公园、A级景区）、住建（风景名胜区、历史文化名城名镇）、文化文物（博物馆、文物保护单位、文化园区、演艺场馆）、林业（森林公园、自然保护区）、国土（地质公园、矿山公园）、水利（水利风景名胜区）、农业（农业观光点）、工业（工业旅游点、工业遗产公园）、体育（体育场馆、滑雪场）、质检（制定景区流量标准）等部门，尽快联手制定各类型景区的流量控制管理条例、实施细则、办法，先试行，经过一定时期的运行后成为正式法规、国家标准，并在这个问题上实行“一票否决”制。若有不执行景区流量控制标准的，中止其经营资质，撤销其等级称号。除行政、监察、执法部门加强管理外，发动公众、善用网络、媒体共同监督。非如此，对不起大自然馈赠的遗产与生态环境，对不起老祖宗创造的历史遗产，也对不起后代子孙。否则，我们会成为破坏生态、毁灭遗产、祸及子孙的罪人。
