根据新办法，旅客携带入境的活动物仅限犬或猫，并且每人每次限带1只。携带人应当向检验检疫机构提供输出国家或者地区官方动物检疫机构出具的有效检疫证书和疫苗接种证书。宠物应当具有芯片或者其他有效身份证明。来自狂犬病发生国家或地区的宠物，继续在指定隔离场隔离检疫30天；来自非狂犬病发生国家或者地区的宠物，在指定隔离场隔离7天后，可转至其他场所隔离。此外，携带宠物属于工作犬的，如导盲犬、搜救犬等，携带人提供相应专业训练证明的，可以免予隔离检疫。对比旧办法，新办法扩大了旅客携带物检疫的范围。首次将农业转基因生物和濒危野生动植物及其产品列入出入境人员携带物检疫范畴。同时，新办法规定的禁止进境物名录更加清晰、准确。比如禁止进境的动物产品中，旧办法仅规定“蛋”，新办法改为“蛋及其制品，包括鲜蛋、皮蛋、咸蛋、蛋液、蛋壳、蛋黄酱等蛋源产品”，同时新增了燕窝（罐头装燕窝除外）为禁止进境物。旧办法规定的禁止进境的植物及植物产品包括水果及茄子、辣椒、番茄果实，新办法将范围扩大至新鲜水果、蔬菜。此外，土壤、转基因生物材料等之前未列为禁入物，此番也一并成为禁入物。
