日前，国家财政部发布了《关于公布取消和免征部分行政事业性收费的通知》，决定自2013年1月1日起，取消和免征30项行政事业性收费。在附件中列举的15项取消的行政事业性收费项目中，其中包含“第8项《往来香港澳门特别行政区通行证》工本费”，以及“第9项《往来香港澳门特别行政区通行证》签注费”，这两项就是引起误解的主要对象。
