经国务院批准，国务院办公厅2月18日正式面向社会发布《国民旅游休闲纲要（2013-2020）》（以下简称“《纲要》”）。《纲要》提出国民旅游休闲发展目标：到2020年，职工带薪休假制度基本得到落实，城乡居民旅游休闲消费水平大幅增长，国民休闲质量显著提高，与小康社会相适应的现代国民旅游休闲体系基本建成。《纲要》重点体现了提倡绿色旅游休闲理念、保障国民旅游休闲时间、鼓励国民旅游休闲消费、丰富国民旅游休闲产品、提升国民旅游休闲品质等五大亮点。
