　　世界银行首席卫生经济学家蓝根博最近发表题为《中国实现医保全覆盖的新步骤》的文章，指出从2009年中国政府宣布深化医药卫生体制改革至今，中国医改已经取得重要成果。

　　曾经担任世界银行驻中国代表处人类发展部主任的蓝根博，从2008年起，开始主要负责中国的卫生经济和医疗保险的发展研究工作，对中国的医改提出了很多建设性的意见和建议。他强调，中国的医改是一项庞大的工程。在这个长达数十年的改革计划的第一阶段，中国政府在过去3年投入了1250亿美元启动资金，全面推进医改五项重点工作，将医保覆盖率提高到全国人口95%的水平。

　　蓝根博称，从20世纪70年代末中国实施改革开放以来，中国经济快速增长和农村向城市化转型使中国加快了迈向全民医保的脚步。“中国意识到，在宏观经济方面，应该把注意力从以生产为重点，转向一个更加平衡的经济发展模式。而政府的医疗保健支出，特别是增加新的医疗保险项目，与减少家庭储蓄率的目标是相一致的。如果增加医疗保险的人口覆盖率，则意味着更多家庭可在消费品领域扩大开支，这更能够促进经济的持续增长。”
