　　据悉，作为全国17个公立医院改革试点城市之一，上海公立医院改革在市委、市府的领导下，历经三年的努力，已取得阶段性成果，受到国家医改办、卫生部的充分肯定。上海在公立医院改革中，推出实施郊区三级医院建设“5+3+1”项目，已基本圆满完成。目前4家新建三级医院已开张运行，3家郊区中心医院即将完成提升等级工作，1家三级医院搬迁，实现了以资源布局结构调整为主线，医疗服务体系不断完善；上海在公立医院改革中，在全国率先推行住院医师规范化培训。三年来已累计招录6089名住院医师，已有1115名医师完成培训并陆续就业；上海在公立医院改革中，推进以居民电子健康档案为核心的卫生信息化建设，目前已完成项目一期建设，实现全市三级医院和8个试点区的医疗信息整合，采集了3000余万个人基本信息、1亿多条各类诊疗信息。

　　“以医药分开为切入点，建立公立医院补偿新机制；以信息化为支撑，建立公立医院运行新机制；以完善治理为核心，建立公立医院管理新体制；以协同服务为导向，建立公立医院和基层医疗机构的分工协作新机制。”这是于今日市政府制定下发的《上海市进一步深化公立医院体制机制改革三年行动计划(2013—2015年)》(下称“三年行动计划”)，提出的下一步深化本市公立医院改革的明确目标。改革的任务分三个层面推进。第一个层面，以区县为主体，全面建立公立医院管理运行新机制，其中明确了区县的8项规定任务。第二个层面，在4家郊区新建华山北院、市六东院、仁济南院、瑞金北院等三级医院率先建立新机制，在市级医院面上稳步推进综合改革。第三个层面，以完善长效机制为核心，在全市建立公立医院可持续发展的6个方面政策体系。
