卫生部21日就强制性国家标准《公共厕所卫生标准(征求意见稿)》公开征求社会意见。征求意见稿对公共厕所的规划布局、设施设计、设施建设与日常管理等提出卫生要求，并对公共厕所的臭味强度和蝇蛆数量等评价指标规定了限值。

　　征求意见稿规定，在公共厕所服务区内男女人群数量相当情况下，男女厕位比例宜为1∶2。公共厕所大便器应采用防臭、易清洁、节水的蹲便器。选用坐便器时，应配备相应的卫生保洁器材。水冲式厕所均应采用节水型水冲便器，应选用感应式开关和脚踏式水冲开关。厕位之间应有隔断板和门，男厕小便位间应有隔板。

　　征求意见稿将公共厕所臭味强度分为无臭味、微有臭味、明显臭味和强烈臭味四个等级，要求附属式公共厕所臭味强度为1级，独立式公共厕所臭味强度小于等于2级。此外，征求意见稿要求，附属式公共厕所每平方米苍蝇数小于等于1只，独立式公共厕所小于等于3只。

　　征求意见稿规定，公共厕所应有保洁制度和配备保洁管理人员，定期对洗手盆、门把手等进行消毒，做到地面无积水、痰迹和垃圾，大便池内无积粪、粪迹，小便池内无积尿和尿垢。

　　与1998年出台的《城市公共厕所卫生标准》相比，《公共厕所卫生标准(征求意见稿)》从推荐性标准修改为强制性标准；适用范围更改为城市、乡村、旅游区等新建、改建供社会公众使用的固定式公共厕所以及公共场所设置的公共卫生间的规划、设计、建设和管理；同时，增加了三格化粪池、沼气净化池、粪尿分集、双瓮贮粪池处理卫生要求、粪大肠菌群仪器快速检测法、四级臭味强度检验法等规范性附录。(记者胡浩)
