成立业委会难,是不少小区面临的共同问题。此次听证会稿已经对过去的规定略有改动,而修订草案中再次发生变化,删除了必须交付使用满两年的规定。业内人士指出,删除这个规定,意味着成立业委会的门槛略有降低。不过新规并不是简单降低门槛。在修订草案中还规定,成立业委会筹备组条件更严格:提出成立筹备组的业主人数和面积都必须超过小区的百分之五十。这条过去没有见过的规定意味着,业委会筹备组必须具备更广泛的代表性。
