　　根据若干意见，促进民航业发展的总体要求是：以转变发展方式为主线，以改革创新为动力，遵循航空经济发展规律，坚持率先发展、安全发展和可持续发展，提升发展质量，增强国际竞争力，努力满足经济社会发展和人民群众出行需要。基本原则是：以人为本、安全第一。树立和落实持续安全理念，为社会提供安全优质的航空服务；统筹兼顾、协调发展。统筹民航与军航、民航与其他运输方式、民航业与关联产业，以及各区域间协调发展；主动适应、适度超前。加强基础设施建设，提高装备水平和服务保障能力；解放思想、改革创新。破除体制机制障碍，最大限度解放和发展民航生产力；调整结构、扩容增效。合理利用空域等资源，增加飞行容量，推进技术进步和节能减排。

　　若干意见指出，民航业是我国经济社会发展重要的战略产业。改革开放以来，我国民航业快速发展，行业规模不断扩大，服务能力逐步提升，安全水平显著提高，为我国改革开放和社会主义现代化建设作出了突出贡献。但当前民航业发展中不平衡、不协调的问题仍较为突出，空域资源配置不合理、基础设施发展较慢、专业人才不足、企业竞争力不强、管理体制有待理顺等制约了民航业的可持续发展。为促进民航业健康发展，若干意见提出了十项任务：完成加强机场规划和建设，科学规划安排国内航线网络，大力发展通用航空，努力增强国际航空竞争力，持续提升运输服务质量，着力提高航空安全水平，精心建设现代化空管系统，切实打造绿色低碳航空，积极支持国产民机制造，大力推动航空经济发展。
