8月3日，《国务院关于深化流通体制改革加快流通产业发展的意见》（简称《意见》）印发。《意见》提出，到2020年，我国流通产业将基本建立起统一开放、竞争有序、安全高效、城乡一体的现代流通体系，流通产业现代化水平大幅提升，对国民经济社会发展的贡献进一步增强。

　　《意见》强调，要降低流通环节费用，落实好鲜活农产品运输“绿色通道”政策，确保所有整车合法装载运输鲜活农产品车辆全部免缴车辆通行费，结合实际完善适用品种范围。深入推进收费公路专项清理，坚决取缔各种违规及不合理收费，降低偏高的通行费收费标准。从严审批一级及以下公路和独立桥梁、隧道收费项目。按照逐步有序的原则，加快推进国家确定的西部地区省份取消政府还贷二级公路收费工作进度。
