  针对下一步工作,翁孟勇提出五点意见。一是加快推进一期工程的开工建设,抓紧做好施工图设计和施工、监理的招投标准备工作。二是抓紧开展二期工程的前期工作,努力实现“十二五”期完成一、二期工程。三是注重科学管理,强化技术支撑,进一步优化初步设计施工方案。四是高度重视工程安全、质量和施工期的通航安全,始终把安全和质量作为工程建设的核心任务。五是强化制度建设,打造廉洁阳光工程,建立健全工程建设管理的各项规章制度,加强廉政教育和培训,规范运作程序和管理流程。

  为实现12.5米深水航道向上延伸至南京的目标,工程拟分三期分步组织实施。一期工程是“十二五”期对太仓至南通段(56公里)实施治理,结合疏浚措施,实现12.5米深水航道从太仓上延至南通的目标。二期工程是“十二五”期对南通至南京段(224公里)实施航道治理,结合疏浚措施,初步实现开通南通至南京12.5米深水航道的目标。三期工程是根据一、二期工程的建设效果和局部河段河势变化等情况,在“十二五”期后适时实施太仓至南京段航道治理后续工程,全面建成南京以下12.5米深水航道。
