　　会议要求，一要加大教育培训力度，争取用三至五年时间对全系统所有执法人员轮训一次，推行全国交通运输行政执法人员资格计算机联网统考，形成阶梯式的执法人员资格等级体系；二要加快立法进程，着力抓好《航道法》、《城市公共交通条例》、《道路运输条例》等的制定、修订，积极进行前瞻性立法研究；三要深入开展执法管理规范化建设，力争三年内全面实现执法形象“四个统一”（统一执法标志、执法证件、工作服装、执法场所外观），继续推进“交通运输行政执法规范化工程”和行政复议规范化建设，提升行业形象；四要加强基层基础建设，组织开展执法机构定岗定编研究，协调建立正常的执法经费渠道；五要完善监督奖惩机制，健全执法评议考核机制和执法激励手段，严格落实执法责任制，坚决纠正不执法、乱执法现象；六要深化执法模式改革，进一步清理行政审批事项，逐步实现信息化执法；七要组织开展法制宣传教育主题活动，为交通运输事业发展营造宽松、和谐、理性的社会环境。
