11月1日，全国船检工作会议在安徽合肥召开。交通运输部副部长徐祖远在会上指出，船检系统要抓住履职、质量、技术、服务、人才五个关键点，在保障交通运输行业安全发展、推进航运造船强国建设、构建绿色交通运输体系和责任型政府建设中更加主动作为，推进船检事业科学发展。

　　近三年来，全国船检系统依法履职、创新管理、强化服务，有力促进了船舶安全技术整体状况不断改善和船舶建造、检验质量的提高，为航运、造船业大发展提供了坚实的支持保障，但总体服务能力还存在一定差距，主要表现为：船检队伍能力建设与航运造船业快速发展的需求不相适应；船检技术法规体系与先进的航运生产力发展要求不相适应；船检管理体制机制与船检事业科学发展、安全发展的目标不相适应；中国船检的国际地位和话语权与航运、造船大国地位不相适应。

　　徐祖远指出，船检工作必须顺应国际国内形势发展的需要，牢牢把握履职、质量、技术、服务、人才五个关键点，其中履职是前提，质量是核心，技术是基础，服务是根本，人才是关键；通过狠抓船检基础能力建设、提高船舶检验质量、继续推进船检体制机制改革、全力推进船舶节能减排、全力服务经济社会发展和加强船检队伍建设六方面工作，不断推进船检事业科学发展。

　　谈及未来一个时期船检工作的目标，徐祖远表示，争取到2020年，形成一支“业务精、能力强、作风硬、信誉好”的船检队伍，技术水平和服务能力达到国际先进水平，船检技术法规体系全面适应先进的航运生产力发展要求，船检体制机制改革全面完成，建成与行业发展需求相适应的船检管理体制，中国船级社成为国际一流船级社。
