12月13日，2012年度公路交通联合应急演练在湖北省黄（石）黄（梅）高速公路英山县段举行。来自武警交通部队、交通运输部救捞局、湖北省高速公路管理局、黄黄高速公路管理处以及高速公路路政、交通警察、武警消防、清障施救、医疗救护等部门的800余人、300余台（套）车辆设备进行了两个场景、56个环节的演练。

　　演练首先通过视频短片和现场推演的形式，模拟了江西九江长江公路大桥在发生桥墩遭受货轮撞击后，部省之间、省际之间、路段之间、部门之间依托预案，进行资源共享、措施对接、信息互联，迅速启动预案、组织会商、分流车辆、提供便民服务等场景。

　　湖北省交通运输厅立即请求武警交通部队迅速增援现场，同时请部救捞局派出两架直升机抢救重伤员。交警、路政、消防、医疗先期处置人员很快赶到事故现场，轰隆的直升机螺旋桨声也由远及近。武警交通部队先遣侦察员依次从直升机空降至滑坡处，迅速利用单兵卫星图传系统等设备展开灾情侦察，滑坡现场实时图像很快被传回指挥部。另一架直升机悬停在事故车辆上方，重伤员被迅速转移。不久，武警救援部队到达现场，迅速开展生命探测、巨石爆破等抢通工作，路政人员养护作业也同期展开。

　　演练现场繁忙而有序，参演各方先后演示了现场先期处置、医疗救护、立体增援、消防救援、区域调度、清障施救、生命探测、武警爆破、施工抢通、路面清理、恢复交通等56个科目。

　　冯正霖表示，此次演练突出了“针对性强、涉及面广，主题鲜明、注重实效，科目多样、内容丰富，协同有序、技术先进”的特点，是进一步加强军民融合式发展和非战争军事行动能力建设的重要举措，是有效提升突发事件预测预警能力、应急处置能力和协同作战能力的实践检验。他要求各参演单位将演练成果运用到公路交通运输应急体系建设的具体实践和公路建设、管理、服务的实际工作中去，各地交通运输主管部门和公路管理机构也要共同推进路网联动、警路联动、路地联动，加快建立健全结构完整、功能全面、反应灵敏、运转高效的公路突发事件应急体系。
