12月22日，由长江航务管理局主办的三峡库区首次大规模溢油应急演习在秭归仙人桥水域成功举行。长江首艘多功能溢油回收船——“三峡环保一号” 及25艘船舶参加了这次演习，创造了三峡库区目前运用清污设备种类最多、800米围油栏最长等应急演习纪录。

　　演习模拟在仙人桥水域一艘运载2000吨柴油的运油船因舵机失灵，不幸和另一艘装载特殊物资的运输船“碰撞”，造成了柴油漏泄。三峡库区溢油应急预案迅速启动。一方面对长江干线上游53公里到57.5公里之间航道里程启动实施应急交通管制，以防止其他船舶进入引发次生事故。另一方面启动公安艇进行反恐，并对遇险船舶实施救助及进行溢油围控、清除溢油等处置工作。

　　本次演习内容包括预警及应急响应；溢油监视与监测油污围控；油污回收和清除；水质监测等6个科目。首先通过“三峡坝区船舶污染防治工程决策支持系统”迅速收集事故水域的水文气象及溢油种类、地点、数量等信息，迅速形成供指挥人员参考的应急处置方案。之后指挥人员立即指令仙人桥水上溢油处置及搜救中心调集800米围油栏，对长约200米，宽约50米并不断向下游扩散的巨大的“油污带”进行U型围控溢油。与此同时，长江上投入运用的首艘多功能溢油回收船“三峡环保1号”紧急启用，开赴“事故”水域进行油污回收。待油污基本处理干净时，“三峡环保1号”两侧的消油剂喷洒装置被打开，多艘海巡艇配合操纵小型消油喷洒机对零星油污进行最后围剿清理。江面上迅速洁净，水质监测人员再次进行取样化验，分析数据表明水质已恢复正常。

　　经过紧急处置，“失控”船机械故障修复并驶离，油污全部回收，临时交通管制解除，江上重新恢复正常通航。此次演习旨在切实提高三峡库区船舶溢油应急处置能力与水平，确保库区水域清洁，实现长江航运又好又快发展。
