　　今年2月1日，连霍高速公路河南义昌大桥因烟花爆竹爆炸发生垮塌，引起社会对货物运输安全的高度关注。全国人大代表、河南省交通运输厅副厅长霍金花表示，交通运输基础设施快速发展，但道路运输安全基础比较薄弱，交通给人们带来便捷的同时，安全方面也面临更大的考验。

　　霍金花介绍，到2012年年底，河南高速公路通车总里程达到5830公里，连续七年保持全国第一。与此同时，2012年河南共发生道路运输安全事故74起，死亡303人，受伤529人，道路运输事故特别是货物运输事故呈逐年上升趋势。

　　“要提高货运经营准入的安全门槛，从政策上防范市场准入条件过低带来的安全隐患。”霍金花建议，相关部门应出台普通货运规范化管理的指导意见和道路货物运输安全管理规范，支持货运规模化、集约化经营；加大道路运输企业安全管理科技装备投入，加强交通、公安交警、安全监管部门的沟通协调，加大信息资源整合力度，建立信息通报机制和“黑名单”管理制度，利用现代化手段实现人车动态监管；各省要建立驾驶员就业市场和安全培训基地，使驾驶员教育培训逐步实现系统化、规范化、动态化长效管理；加强道路运输行业安全监管队伍建设，进一步完善监管问责制度，切实做到严格、公正、廉洁、文明执法，主动接受社会监督。
