　　禁止旅行社、导游人员与非法旅游组织者、商家相勾结,欺骗、胁迫游客消费(如:燃香拜佛、强迫购物)；禁止导游在从事导游服务过程中以各种理由擅自离团、甩团,导游要严格按照旅行社确定的接待计划全程陪同；禁止旅行社超范围经营；严禁通过组织街头小广告、“假地图”广告招揽客人参加旅游；禁止旅行社聘用未通过年审的导游以及其他非法从事导游执业业务人员；禁止旅行社租用无旅游运营许可证的车辆,凡租用车辆必须与正规旅游汽车公司签订租车协议；禁止未经游客同意或接待旅行社批准擅自更改接待计划，以增加景点名义加收任何费用；旅行社与游客必须签订旅游合同，在行程中必须注明自费项目的名称、地点、时间以及费用。
