全国人大代表蔡继明建议改进节假日安排

　　落实带薪休假制度，要在全国范围内实行带薪休假旅游消费券制度，并且要赋予劳动者集体诉讼权利，通过工会系统和法律诉讼保障带薪休假权利的落实。

　　新快报讯对国人带薪休假制度特别关注的全国人大代表、清华大学政治经济学研究中心教授蔡继明，近日又公开建议改进节假日安排，取消小长假制度，实行长周末制度。

以双休日为中心凑3天假 3 days off on weekends together

　　蔡继明表示，近年来，部分节假日的安排忽而出现一个月内休息和工作被分解为8段，忽而出现连休3天后连续工作8天的情况。这样不利于身心健康，同时也会降低工作效率。

　　蔡继明建议取消小长假制度，实行长周末制度。据介绍，小长假制度与长周末制度的根本不同在于，小长假即借（或挪）用双休日分别与元旦、清明、端午等5个为期1天的法定节假日凑成3天小长假。而长周末制度是以双休日为中心，借（或挪）用节假日来凑成3天长周末。

　　蔡继明还就小长假的设置提出建议，如果法定节日出现在周三之前，调休上周双休日；如果法定节日出现在周三之后，调休本周双休日。他表示，在充分论证和广泛征求民意的基础上，取消小长假制度改设长周末，可以参照美国和欧洲国家的经验实行长周末（LongWeekend）制度。

建议制定旅游消费券制度 Suggest to develop tourism consumption vouchers

　　有鉴于休假制度的启动总与薪水脱不了关系，因此在提议取消小长假制度的同时，蔡继明觉得应该落实带薪休假制度。

　　何为带薪休假旅游消费券制度？蔡继明称，由财政部、国家旅游局、全国总工会共同设立全国带薪休假福利基金，其资金来源于国家旅游税收收入的返还、重要旅游地区的新增旅游收入的提成以及相关交通部门的捐献（如机票或车票优惠券）等渠道。

　　然后，带薪休假福利基金包括两部分：旅游消费券基金用于发给带薪休假的职工，企业奖励基金用于奖励执行带薪休假的企业。再由国家旅游局牵头，全国总工会会同重要旅游景点所在城市的财政部门，参照我国劳动者就业人数以及相对应的应该休的带薪假期总天数，确定一个旅游消费券的总规模和地域结构。并且由工会的各级组织落实向各企事业单位发放带薪休假的旅游消费券。最终由企事业单位的工会发给休假职工，并且尊重员工的选择（如休假期间不愿旅游，可自行转让旅游消费券）。企业可以制定较为灵活的发放办法，用于表现突出的职工。企业并对领取消费券的休假职工进行登记，报上一级工会组织。
