　　本届论坛由中国健康促进联盟、卫生工作者控烟双十行动联合主办，中华预防医学会承办，论坛以“控制烟草使用 减少疾病负担”为主题，倡议全国人民“关爱你我健康，远离烟草危害”。全国人大常委会副委员长韩启德出席论坛并讲话。

　　韩启德指出，烟草危害是当今世界上最严重的公共卫生问题之一。我国是世界上最大的烟草生产国和消费国。近些年来，我国卷烟的生产量节节攀升，15—24岁的男性和女性吸烟率均呈增长趋势。这表明我国控烟工作仍面临着巨大挑战，距离世界卫生组织《烟草控制框架公约》的要求还有很大差距。我国控烟立法工作比较滞后，迄今还没有一部专门控制烟草危害的国家法律。这也是为什么我国全面禁止公共场所吸烟步履维艰，烟盒包装上的健康警示图片“难产”，烟草广告不能全面禁止的重要原因。

　　他说，目前在我国大陆地区有关吸烟有害健康的知识传播也还远远不够，造成公众对吸烟和被动吸烟危害的认识严重不足，对控烟措施支持率不高。
